The package has need of merge.

For definition, they have to be create from root and the user hasn't to
do all with privileges of root.
The directory would have to be included in an any directory to be
executed from root.

Anyhow, I'll proceed with the merge.

I've tested the Debian package and it works without problems, so, the package 
doesn't need of /var/run/polipo.

I tried to reproduce Bug #47545 again and everything seems to work fine.
Is this change still really needed? Are you able to reproduce the error
on starting polipo up?
