To reproduce run xpad on Lubuntu 16.10 and notice that the not does not
have a titlebar now or client side minimize maximize or close buttons.

I expected xpad to have either a titlebar or the new version to have client 
side decorations that allow it to work minimized or maximized with the mouse. I 
then pressed alt +space to try and see if it was just undecorated and decorated 
would get it how I wanted so that is not a working workaround. I am not sure if 
this broken by gtk 3.20.
