Inside Ubuntu 20.10 (Groovy Gorilla), I just tested with systemd versions 
246.6-1ubuntu1 and 246.6-1ubuntu1.1 :
The issue has disappeared; umask is correct under gnome-terminal.
So, I remove the 'groovy' tag.
