Verification-done on xenial, yakkety and zesty:

I have verified that using nplan 0.23~, configuration installed on a
machine works as expected: simple configurations works, pre-existing
configuration (there were none, but this was approximated using existing
integration tests from nplan adapted to the test environment in a live
network), and complex configurations work -- bonds and bridges, setting
MTU, unbind workarounds, vlan.
