On a fresh Ubuntu 20.04 install I ran into this same issue. Tap to click works fine on the desktop, but it does not work on the login screen. The inconsistent behaviour can be very confusing. Is this the same problem I'm currently experiencing on 18.04? Started to wonder if it froze as tap to click didn't work.
