It's a known issue that dbus-user-session causes this problem. You probably installed this trying to setup unity8 on your system. Yes it was. Removing dbus-user-session seemed to help. It is a little bit hard to tell as I seldomly restart (but did to test this). Is dbus-user-session installed in your system? It 'probably' is some part of Unity that is the right package. I didn't give a package originally, as I cannot be sure.
