This bug was fixed in the package kubuntu-meta - 1.355

kubuntu-meta (1.355) artful; urgency=medium

  * Refreshed dependencies
  * Removed gtk3-nocsd from desktop-recommends, full-recommends
For now, using gtk3-nocsd causes more issues than it solves
(LP: #1715159)

This is a result of adding gtk3-nocsd to our meta and seed, which is a
change I am minded to revert shortly unless there is a better solution
forthcoming.
