I have this exact issue on the latest update of 18.04. It only started after a Kernel update. I still have this problem in latest 18.04.1 LTS. I couldn't reproduce the issue on an 18.04 live USB. But it has recently been intermittent for me on 17.10, too. Since reporting this bug, I had been working around the issue by using Xorg instead of Wayland.
