The most likely cause of this is LP: #1734147. If you are affected by this issue, it is important that you follow the steps to reset your firmware's writability, because a drive failure in the future could leave you unable to boot any operating system at all on your computer. This issue will definitely not be cleared by apt -f install. However, while it's a serious issue, there should also be no harm at all in rebooting.
