This was fixed a long time ago, not an issue with 5.13 kernel. CPU microcode can be also be updated by the motherboard firmware. Just to report the situation has gotten worse with Disco Dingo, now i7-6850 will not overclock even with microcode purged. Further, I have determined it is NOT a kernel issue because it will not overclock on the old kernel either.
