Ok it actually happens to all Dell machines I tested.
Also I can see your systemd's hwdb commit to fix the issue. I'll update your 
change to make it apply to all dell machines.

According to 
https://github.com/torvalds/linux/blob/master/drivers/platform/x86/dell-wmi.c 
this key isn't supported by kernel.
To add support record { KE_IGNORE, 0xe008, { KEY_RFKILL } } must be added to 
array dell_wmi_keymap_type_0010. Right now it exists only in 
dell_wmi_keymap_type_.

Would it be possible for you to test the latest upstream kernel? Refer
to https://wiki.ubuntu.com/KernelMainlineBuilds . Please test the latest
v4.16 kernel[0].

If this bug is fixed in the mainline kernel, please add the following
tag 'kernel-fixed-upstream'.

If the mainline kernel does not fix this bug, please add the tag:
'kernel-bug-exists-upstream'.

Once testing of the upstream kernel is complete, please mark this bug as
"Confirmed".
