This is fixed in more recent versions of Password Safe, including the
one currently shipping with Disco and Eoan.  This can be closed.

The PasswordSafe Github site (https://github.com/pwsafe/pwsafe) has
version 1.05BETA on it, and when built from master HEAD it shows the
tray icon (at least with the Ubuntu appindicators extension installed).
