Thanks for filing this bug in Ubuntu.

Indeed there was a fork error:
[  302.784667] cgroup: fork rejected by pids controller in 
/user.slice/user-1000.slice/session-2.scope
[  313.769755] cgroup: fork rejected by pids controller in 
/user.slice/user-1000.slice/user@1000.service

You seem to have hit a resource limit. Do you have some custom
configuration around resource limits, perhaps around DefaultTasksMax? Or
a lot of processes running as the user 1000?

Does the following retry attempt fix it?

sudo apt update
sudo apt -f install
