I have had quite some issues with the touchpad on my 2013 DELL XPS 13
since installing 18.04. It worked fine on previous versions.

Typical observations:
 - lag
 - cursor movements being interrupted
 - more lag
 - single/double tap not being detected consistently
 - did I mention lag?

Long story short: I understand 18.04 moves support for this touchpad
from the synaptics driver to libinput. libinput10 1.10 apparently does
not work well for this hardware, and adding the xserver-xorg-input-
synaptics package did not bring back the good experience entirely.

After looking into https://bugs.freedesktop.org/show_bug.cgi?id=104990 I
decided to install the libinput .deb from Cosmic (current 1.11.1-1)
which required libinput-bin as well. After installing both, the touchpad
works as expected.

Bionic is LTS, and these XPS machines have been a commercial reference
for Ubuntu. I'd suggest to backport this solution to Bionic. I'm not
sure HWE will bring it but even then impact for new installations could
already be big.
