I continue to have this problem with a machine updated to 20.04.1 with xfce-panel 4.14.3. My main computer with GeForce 8600 GT and driver 340.107-0ubuntu2 had Compton compositor running via Application Autostart in Session and Startup. Compositing was disabled. When I enabled it, the problem was fixed instantly. I have not seen any more signs of the problem with compositing enabled.
