Did this issue start happening after an update/upgrade?  Was there a
prior kernel version where you were not having this particular problem?

Would it be possible for you to test the latest upstream kernel? Refer
to https://wiki.ubuntu.com/KernelMainlineBuilds . Please test the latest
v4.20 kernel[0].

If this bug is fixed in the mainline kernel, please add the following
tag 'kernel-fixed-upstream'.

If the mainline kernel does not fix this bug, please add the tag:
'kernel-bug-exists-upstream'.

Once testing of the upstream kernel is complete, please mark this bug as
"Confirmed".

Thanks. If Gnome (particularly the Wayland session) experiences the same
bug then this isn't a problem in any desktop environment. It's more
likely the kernel.

Both Gnome and Gnome-on-Xorg exhibit the same behavior when connecting a
DP monitor. The HID freezes until disconnecting the DP screen.

Both Gnome and Gnome-on-Xorg work on HDMI. 
I left the HDMI connected when switching between Gnome and Gnome-on-Xorg. When 
I unplugged HDMI it crashed the Gnome-on-Xorg session. Upon re-logon to that 
session with no monitor connected Ubuntu automatically created an error report 
which was generated on  2018 Nov 26 @ 10:34 Pacific Standard Time (18:34 UTC )

They're just different names for the same things, so these are
equivalent for the sake of testing:

  "Gnome on Xorg" = "Ubuntu"
  "Gnone" = "Ubuntu on Wayland"

It sounds like you have zoom enabled for some reason. To turn it off go
to:

  Settings > Universal Access > Zoom > Zoom (slider) = OFF

But that's not directly relevant to this bug.

Does using either "Gnome" or "Gnome on Xorg" fix this bug?

On the shell selection page upon login there are four listed shells:

Gnome,
Gnome on Xorg , 
Gnome on Xorg , 
Mate (Default) , 


I don't see, "Ubuntu" or "Ubuntu on Wayland" 


I tested GNOME, and both the entries called "GNOME ON XORG" the other three but 
never got to test DP or HDMI because they wouldn't display properly on the 
laptop's own screen display.

Upon loging in it looked as if I had a magnifying glass through which I
could see only a small portion of the desktop. Moving the mouse would
move magnifying glass and thus I could see more of the desktop. xrandr
reported the resolution was 1900x1080. very strange.

Are there certain packages that I need to reset in order to have these
shells function correctly so that I can test them?

I tried HDMI instead of DP and it worked without any problem. I haven't
gotten around to changing the desktop environment yet
