I've tested to do with Chromium, Firefox and Gedit. They all work as expected. Just libreoffice is having this problem. Could you please test a few things to help narrow down the problem? - do other applications behave similarly, or is it just libreoffice (try chromium-browser, firefox, gedit) ? - is there any chance you can try the same thing on Ubuntu 16.04, which has Unity has the desktop environment (or install and use Unity on 18.10) ?
