What Adam said; we consider this intentional.  There are various ways in
which a mirror might contain less than the complete set of files, and
this is just one of them.

This is because the full archive (on ftpmaster) contains all arches, and
then the synproxy masters split into archive (amd64 and i386) and ports
(everything else), but InRelease/Release can't be split because that
would invalidate the signatures, and syncproxy isn't in a position to
re-sign with the ftpmaster key.

In theory, we could produce pre-split *Release files on ftpmaster, which
syncproxies could consume along with the full mirror and twiddle the
right ones into place for archive and ports, but I'm not sure that's
worth the effort, and it also means that third parties who stitch the
archives back together into one wouldn't be able to do that anymore.
