Hello, pluma fan here....

In Ubuntu 19.04, using 4K monitors, the scroll bars are too narrow and
bit difficult to grab a hold of when I want to pull them down to about
3/4 of long document, for example.

I like to use pluma with dark themes, Oblivion specifically, and I'm
noticing that part of the difficulty I'm having, is the fact that the
color change of the scroll bar handle, upon hover, doesn't have enough
contrast for me to clearly see what I'm hovering upon.

This is not the case in the light color themes, but is the case in these 3 
themes:
- Oblivion
- Solarized Dark
- Cobalt

Since the editor is dark, in these themes above, the hover color of the
scroll bar handle should be set to a light color instead of remaining
dark like it is in the light themes.
