This turned out to be a intermittent error that was not reproducible. The attached logs only showed the success of the curtin/cloud-init 19.1.1 install and not any cloud-init failure logs. This does not reproduce when the full proposed system upgrade is
configured in curtin_userdata:

Also observed no issues when first deploying stable Bionic and then
upgrading to the proposed cloud-init version.
