In lxqt shortcuts are mostly defined in lxqt-globalkeys, but lxqt-runner and 
lxqt-panel also have their own place where they can be defined.
After upgrade from 21aug in eoan (apparently upgrade to 0.14.1-0ubuntu2), for 
panel and runner shortcuts defined in their own places stop working and they 
need to be restarted to take effect. And when they take effect, if 
lxqt-globalkeys is restarted they fail again. Is like there is some specific 
order in which they need to be started in order to work ok.

Tested in 3 different installations, 2 VM and 1 real, all of them
installed clean in 19.04 or before.
