Yes, probably. The different package names is a minor usability issue,
but also it's only an issue in a package people generally should not be
installing...

There's a common belief hat "installing the latest graphics driver" will fix 
visible bugs, when actually:
 * in Linux that's practically never true; and
 * the xserver-xorg-video-intel* packages are not the latest but are old and 
deprecated.

I think we owe it to the wider world to find ways to communicate this
better and break those common beliefs.

If you are trying to install the old Intel driver (not recommended) then
the command is:

sudo apt install xserver-xorg-video-intel-hwe-18.04

The correct latest Intel graphics driver is:
  /usr/lib/xorg/modules/drivers/modesetting_drv.so
provided by package:
  xserver-xorg-core
which you probably do have.

So please describe what kind of problem you are trying to solve.
