Folders under ~/snap/chromium shouldn't be empty. They contain hidden files and folders though, so maybe they appear empty to you because you're not list hidden files. I have tested further installing the Chromium snap in Kubuntu and Xubuntu. Both allow me to install extensions. I cannot reproduce the problem here. The download directory for extensions should be "~/snap/chromium/current/.config/chromium/Webstore Downloads/". Does that directory exist on your disk?
