Ok I got this sorted out and turns out it was my fault. A few weeks ago, when I was struggling to boot Ubuntu at all, I blacklisted intel_lpss_pci. It turned out that a BIOS update fixed the boot issue but I completely forgot about the blacklisted module... The 5.3 version seems to have everything working, thanks! The only thing I notice now is that each time I plug it into my thunderbolt monitor I have to reauthorize the peripherals. Maybe that's expected? I have a Dell 7391 and tried the above kernel and it enabled my trackpad. I forgot to add something potentially important - this used to work until a few days ago. I don't know which update exactly broke things, since usually I use a mouse and I simply didn't notice right away. I updated via the software center pop-up so there could be even more delay. I went back to older kernels and it does not work anymore (5.2.9 and 5.3.0-18 - 5.3.0-22).
