Thanks for taking the time to report this bug. The postgresql-common
package in Bionic (the one that is failing to install in your case)
depends on postgresql-client-common version 190ubuntu0.1, and not on
version 190, as you can check for example from:

https://packages.ubuntu.com/bionic/postgresql-common

so it seems to me that the package information on your system is in some
way out of sync. An `apt update` could be enough to fix it.

Since it seems likely to me that this is a local configuration problem,
rather than a bug in Ubuntu, I'm marking this bug as Incomplete.

If indeed this is a local configuration problem, you can find pointers
to get help for this sort of problem here: https://discourse.ubuntu.com/

Or if you believe that this is really a bug, then you may find it
