I created a shell script that switches off the laptop panel and sets the external monitor to the desired resolution (via xrandr) before Plasma starts on login, but only if the external monitor is connected; if it's not, no tweaking is needed with X resolution settings. I called the script plasma.sh and placed it in /usr/lib/kde4/bin (see attachment). You have to set the VGA resolution to fit your external monitor (mine is 1440x900). I had to alter the Plasma startup file /usr/lib/kde4/autostart/plasma.desktop to integrate my script in the startup sequence. Yes my laptop uses an Intel GMA950 chipset. Unfortunately I have deleted that installation since I reported the bug.
