Solved::: Its Exactly Graphics Driver issue after doing some testing on a laptop I found Booting on safe graphics Mode and installing thru Safe Graphics Mode resolves this Issue Completely!! Hello, a flashy glitch is usually a sign of video hardware problems, but without further information it's difficult to know for sure. I suspect the other user's install problems are due to the confusing way hardware vendors support BIOS, UEFI, CSM, and might be due to windows "fast boot".
