Public bug reported: After installing Ubuntu 19.10, I connected to a VPN and later disconnected from it. After disconnecting, the laptop (Dell XPS 13 (9370)) couldn't reconnect to the router. Checking Settings showed that Ubuntu couldn't find the WiFi card. I had to reboot the laptop to recover.
