I preferred tested using a live-USB Ubuntu 14.04 (kernel
4-4-0-112-generic) and a live-USB Ubuntu 12.04 (kernel 3.13).

Wake up after Suspend :

I did some test on :

USB 3.1 Gen 1 and USB 2.0/1.1 ports (Motherboard back panel)

USB 3.1 Gen 1 and USB 2.0/1.1 (Front panel)

Before standby (webcam plugged in):
_Google Hangouts launched, If I change the USB port, I keep video but lose the 
microphone.

_If I restart Google hangouts at every time I change USB ports, I keep
video and the microphone.

After waking up (webcam plugged in):
_Google Hangouts launched, If I change the USB port, I keep video but lose the 
microphone.
Nothing detected on USB 3.1 Gen 1 (Motherboard back panel) !

  Good morning.
  
  There many months than I use "suspend" (settings -> energy -> When the
  shutdown button...) on Ubuntu 18.04 or 19.10.
  
  But at each wake up from my computer, the USB 3.1 Gen 1 ports (only
  motherboard back panel) no work after (loose use of webcam,
  keyboard...).
  
  No problems with USB 3.1 Gen 1 and USB 2.0/1.1 front panel (from
  internal USB header).
  
- I think my motherboard is not at fault because I did not reproduce this
- bug on Windows 10.
