Yes, that's perfectly fine. There is now low power state for devices on
s390.

CONFIG_HIBERNATION: Hibernation (aka Suspend-to-Disk) is known to broken on 
s390 since a long time - the architecure support for this will be removed from 
the kernel soon. Therefore this config option should be disabled.

CONFIG_PM is rather useless without CONFIG_HIBERNATION, therefore
disable this as well.
