Debian Maintainer for Piper here. I think I know the cause of this
problem, and it is not a problem of the package itself.

This strongly indicates that you used the PPA before, because Piper is
only available in Debian since November. Please uninstall Piper, remove
the PPA (which isn't maintained anymore btw), and install it again.
