Sorry Wimpy - I just did fresh installs of two machines with 20.04.4, and the bug triggered on one of them, i.e. the fix is incomplete. Examining the .panel and .layout files in pluma, I can see that the problem element (mate-control-center) is listed in the files twice (elements 2 and 15) - which is "correct", in that I had to add it a second time because the panel failed to show it after the first reboot - but removing the second instance (via the UI) means that on the next reboot the element isn't displayed at all, UNTIL another item (of any type) is added to the panel. If that "new" item is a duplicate, then the same "either 0 or 2, but never 1" bug triggers again, repeat ad infinitum.
