This was reported in upstream: https://github.com/pypa/pip/issues/8260,
but it is proven to be mistake of distro package.

I can verify that. The error is gone by upgrading pip to upstream
version, with this command (in a virual environment):

python3 -m pip install -U pip

My system:

Ubuntu 20.04 (64bit)
Installed python3-pip version: 20.0.2-5ubuntu1
