You don't seem to have the dock enabled. You have:

Unfortunately I can't recommend a simple GUI option to fix this that
works in Ubuntu 18.04 because the old GUI is buggy (bug 1718850) and the
new GUI is missing (gnome-shell-extension-prefs).
Please try:
sudo apt install --reinstall gnome-shell-extension-ubuntu-dock
and if that didn't work after a reboot then you will need to edit your
gsettings:
org.gnome.shell enabled-extensions
and add 'ubuntu-d...@ubuntu.com'.
Alternatively, if you can then please just install Ubuntu 20.04
(https://releases.ubuntu.com/20.04/).
