I am also affected. I have a monitor with audio output via HDMI/DP
connected to my Ubuntu 20.04 system. After reboot, default sink is set
back to other (USB audio) device automatically. Have to manually switch
it back to the HDMI/DP device in the settings manually. Editing
/etc/pulse/default.pa in any way (even the proposed one by vanvugt) has
no effect/is ignored at restart.

In Ubuntu we always prefer whichever device connected most recently,
which is probably your wireless headset. To disable this feature try
editing /etc/pulse/default.pa and commenting out some or all of these:

### Should be after module-*-restore but before module-*-detect
load-module module-switch-on-port-available

### Use hot-plugged devices like Bluetooth or USB automatically (LP: #1702794)
.ifexists module-switch-on-connect.so
load-module module-switch-on-connect
.endif
