I think it would be more sensible for the GUI to just show "3.36". Because the third component is different for different GNOME packages. Does the Ubuntu desktop (based on GNOME) rely on the gnome-shell package? If it does, then the gnome-shell version that I am using would be 3.36.4 and not 3.36.3 as reported in the settings, in which case it might not be directly a bug but rather some meta data not updated, since it gets that from another package with an older version (the gnome-desktop3-data is version 3.36.3).
