i think we choose to build without it, because we care about banckports
more than using all rust features.

We have never had a policy of requiring build-depends to be satisfiable
for migration, and I'm not sure the existing britney policy is symmetric
- and in any case it makes migrations more brittle.  So I'm just going
to override with a force-hint instead.

What is needed for rustc to be buildable with the new wasi-libc?
