I resolved this by disabling one of the duplicate services with:

statusctl disable rc.local.service

A reboot confirms it to have fixed the problem with no (apparent) ill
effect.

Posting to reporting I have exactly the same issue having recently
upgraded from 18.04.5 LTS to 20.04.1 LTS. Incidentally, I had previously
upgraded from 16.04 LTS too.

Any guidance how to remove the duplicate execution?

Seems to only happen on systems that upgrade from 16LTS to 18LTS to
20TLS (using do-release-upgrade -d)

If I add something like:

to /etc/rc.local delete the /root/rc.log and reboot I definitely get 2 entries:

Running rc.local Thu 17 Sep 2020 07:55:12 PM PDT

I couldn't reproduce this, can you check your journalctl -b and make
sure you actually do have two services that run rc.local twice at boot,
and check what service files they're coming from?
