Public bug reported:

Binary package hint: gnome-control-center

When enabled, "separate keyboard layout for each window" in System ->
Settings -> Keyboard -> Layout works just OK. But after reboot, keyboard
layout becomes GNOME-wide again, not changing separately for each window
(as if the option was not selected). The option remains selected in
System -> Settings -> Keyboard -> Layout, but doesn't take effect.

Disabling and enabling this option leads to correct behaviour again,
until the next reboot.

System is latest Hardy Alpha to-date, Bug introduced in Hardy (works as
intended in 7.10).

** Affects: gnome-control-center (Ubuntu)
     Importance: Undecided
         Status: New
