I don't think this is a bug, but I agree that there should be a better implementation. None of my displays are 4K, but I can definitely see how on some monitors the icons are massive, and on others, they should easily have more rows/columns. Going back to low resolution 1080p 100dpi, it actually looks decent there, notice the spacing actually looks sane and there aren't huge areas of wasted space like at 4K. This might be acceptable on an iPhone, which is where they actually got the limit from, but it is not at all acceptable for an actual large computer screen. It looks farcical. Even the spacing prior to Ubuntu 20.10 (Gnome 3.38) was much too wide, but this is MUCH MUCH WORSE. It looks like previously it was limited to only ~ 6x12 which was still pretty bad. See the attached screenshot of what this looks like on Gnome 3.36 vs 3.38.
