I updated kate-kde4 to 4:4.0.3-0ubuntu3~gutsy1~ppa1 yesterday and I'm still getting the same problem. I can't reproduce this issue in KDE, actually the quotation marks appear when selecting a file, but after I close the dialog (either by opening that file, selecting cancel, press Esc or click the window close button) and press Ctrl+O again, I have the current filename filled in. Can you please try to narrow down when this exactly happens.
