this most likely was a driver issue which with some luck is fixed now. what driver/chipset are you using. Also attach your complete syslog taken after reproducing this. So, four months later, and nothing going? Does no one in the linux community use LEAP, then? Every linux user on our campus has this problem, as the campus IT insists on using LEAP, but it doesn't seem that anyone else in the world does. Sorry it took me a couple of days. I've attached the syslog as described. I killed network manager, unloaded the driver, reloaded the driver, and restarted network manager. I hit the knetworkmanager tray icon and selected the LEAP-encoded network. It prompted me for encryption information, and ONLY gave me the WEP options - WEP passphrase, Hex, or ascii. knetworkmanager 0.2.2 is now available in Hardy and have some fixes WEP/LEAP handling that may fix your issue.
