Ubuntu 20.04 LTS comes with apport package installed by default; as it's
the Ubuntu bug tool.

Your system not having it implies you're not running Ubuntu at all, but
an OS based on Ubuntu such as those found at
https://wiki.odroid.com/odroid-n2/os_images/ubuntu

Those OSes whilst based on Ubuntu, are not Ubuntu, thus issues & bug
reports should be filed with the creator of the OS itself and not
upstream here at Ubuntu.

I´m a Linux Beginner. Since Years i work with RPIs. Now i would like to give 
the Odroid N2+ a chance and if they told me after a fresh installation with 
20.04.3 LTS that 22.04 is available, i try to update my system. No idea why 
that shows up, when 22.04 is in development... :/

will automatically gather debugging information, in a terminal:

apport-collect 1955295

When reporting bugs in the future please use apport by using 'ubuntu-
bug' and the name of the package affected. You can learn more about this

Bug reporting is mostly about finding & fixing problems thus preventing
future users from hitting the same bug.

Upgrades from 20.04 to 22.04 don't get offered until after 22.04.1 has
been released; currently Ubuntu jammy is still in development, and
hasn't  been released yet as Ubuntu 22.04 LTS. The command you mentioned
(`do-release-upgrade`) should not upgrade you to 22.04; it may upgrade
you to Ubuntu 21.04 if you are setup upgrade to non-LTS releases as it's
the next & currently only available option.
