I can confirm CR3 support is not enabled in exiv2 0.27.5-1. It very much
appears the steps outlined by Robin Mills (aka clanmills) have not been
undertaken by the Debian packager.

I just looked at
https://ftp.debian.org/debian/pool/main/e/exiv2/exiv2_0.27.5-1.debian.tar.xz
and I don't think it enables BMFF at build time, so I don't think this will
enable CR3 support:

$ grep ENABLE debian/rules
-DEXIV2_ENABLE_NLS=ON \
-DEXIV2_ENABLE_VIDEO=ON \
-DEXIV2_ENABLE_WEBREADY=ON \

BMFF support was not enabled by default in 0.27-5 out of an abundance of
caution at the time that this feature was being worked on and possible
legal implications were being investigated. The situation has clarified
since then and it will be enabled by default in future Exiv2 versions.
