I installed language-pack-gnome-tr. I opened the Settings app and switched the language to Turkish. I logged out and logged back in. The Ubuntu Dock was missing. I installed the gjs updates. I logged out and logged back in. The Ubuntu Dock works again. The package will build now and be available at https://launchpad.net/ubuntu/+source/gjs/1.72.0-3~ubuntu22.04.1 in a few hours, and then in the -proposed repository.
