From analysis of our setup at work, it should be the JMicron SATA Controller. It works with kernel 5.8 (Ubuntu 20.04) and fails with kernel 5.15 (Ubuntu 22.04). No other kernel versions tested yet. Maybe we can figure out what's common between our systems since I imagine if everyone were getting this error then this bug would be getting more attention. I'll also note this started for me with 5.15. 5.13 and earlier did not exhibit this error. System seems to run fine though. No noticeable degradation in performance or functionality.
