I see you are using the option NO_AUTO_CREATE_USER in sql_mode, as you can see here [1] this is no more supported in MySQL 8 which is the version we have in Ubuntu 20.04. So to fix your issue you need to remove that option. Please review all your configuration to make sure it is supported in MySQL 8.
