I have this bug as well, since upgrading to Hardy. However! Switching
from "Swe" (Swedish layout) to "USA" _does_ work by pressing both alt
keys, just not the other way around!
This makes me wonder if the xorg bug truly is the cause of this bug..?
("because virtual modifiers RAlt/LAlt are not passed to X server",

come it works when in Swedish layout?)
