I can confirm that uhd-host from noble-proposed has fixed the bug for me. Test done: installed uhd-host and execute 'usrpctl' to confirm it still fails to run. Added noble-proposed to apt sources. install uhd-host from noble-proposed. followed the testplan and executed "usrpctl --help"" which showed the help message.
