netavark fails to build.
It has a build-dependency on ust-zbus which has been removed.
Unfortunately, rust-zbus is not easily buildable with the current
packaged Rust crates, and there is very little time left before Ubuntu
24.04 LTS is finalized.
Therefore, let's revendor netavark.
(This is not that different from what we do with Snapshot where
vendoring is required to meet current Main Inclusion policy.)
Also aardvark-dns depends on netavark >= 1.6
